Overview
The Social Health Authority (SHA) is established under section 25 of the Social Health Insurance Act, 2023 and is utilized to pool all contributions made under the Act.
It is designed to provide healthcare services from empaneled and contracted healthcare providers and healthcare facilities on referral from primary health facilities; aiming to ensures that every resident in Kenya can access a comprehensive range of quality health services they need without the burden of financial hardship.
Benefits Social Health Insurance Fund
“Preventive, Promotive, Curative, Rehabilitative and Palliative Health Services” provided at level 4, 5, and 6 health facilities under the fund.
These include; emergency services, critical care services beyond the benefits in the essential healthcare benefits package, treatment and management of chronic illnesses beyond the benefits in the essential healthcare benefits package.
Requirements for Onboarding to SHIF
Who Can Register?
- Kenyan citizens residing in Kenya.
- Non-Kenyans residing in Kenya
What You Need for Successful Application
- Copy of the national identification document for Kenyan adults
- Birth Certificate for under 18 (Birth Notification if under 6 months)
- Passport Size Photo
- Refugee ID or Passport for non-Kenyan residents
- Any other approved document
- Marital and Employment Status for adults
- Various economic indicators.
How to Apply for SHA
Currently, there are three (3) means through which you can undertake the application process.
1. Self Registration through USSD
Dial *147# on your phone (The Line MUST be registered under your National ID)
Enter your National ID number.
Proceed to answer the questions that follow.
Complete the process.
Challenge with USSD Self Registration
You cannot upload your photo, add dependents or complete means testing. It therefore has to be complemented by either logging into the web or visiting nearest Huduma Centre or Registered SHA Agent.
2. Self Registration through Web
Access SHIF – Afyangu Website on your phone, tablet or computer.
Click on Login if you have onboard through *147# or if begging afresh, Signup/Register.
Create a 4 digit PIN that you will be using every time you login.
Complete the Self Registration Process by adding your photo, employment, marital, contact, residential and other details until the percentage counter clocks 100%.
Proceed to add spouse(s) (they MUST have also signed up) and or children (specify if legitimate or adopted) and add all their required details and documentation. You can also add relatives who are directly dependent on you as dependents.
Undertake Means Testing by answering a set of 20 or so questions that are given. This will help in deciding your Insurance Premium and Cover.
Note:
It is advisable to answer the questions as accurately as possible as falsifying may need to denial of benefits. Additionally, you may end up with a minimal cover that you don’t deserve by manipulating answers to get lower premiums.
Print or download your registration form. This might be required during the last step of biometric capture when you visit a facility, Authorized SHA Agent or Huduma Centre.
3. Assisted Registration at Huduma Centre/Registered SHA Agent
Visit the nearest Authorized SHA Agent/Huduma Centre (Ensure you carry your National ID card to facilitate the process)
Ask for assisted activation for your Social Health Insurance.
A SHA agent will capture all necessary information as necessary.
Preview the captured information to ensure accuracy. If so, the application will be submitted.
Your biometrics will also be captured after which the application will be considered completed.
You can proceed to make payments as convenient.
How to Make Payments for the Social Health Authority’s Universal Health Cover (UHC)
Contributions shall be through;
- Payroll deductions for employed individuals
- Direct contributions from self-employed individuals
- Government subsidies for indigent and vulnerable populations.
For the self employed, you can login to website or use USSD *147# to make contribution.
- Choose monthly or annual payment option.
- Enter phone number making the payment
- A prompt will be sent to your phone, requiring your Mobile Money Pin to authorize. This will reflect on the system in a short while.
Tip:
Ensure regular and timely payment of premium to avoid suspension of benefits or inconveniences in provision of cover.
FAQs
Can children be registered to SHA?
Yes, children can be registered for the Social Health Authority. An application or a child without a form of identification should be accompanied by documentation provided by the state department responsible for social protection.
If there a SHA App?
Currently, the previous NHIF App captures all details of those who have onboarded to SHIF. A lot is changing or developing and sooner or later there shall be a SHIF/SHA App.
What Does SHIF Cover?
“The fund covers integrated preventive, promotive, curative, rehabilitative, and palliative health services provided at level 4, 5, and 6 health facilities.”
How Much Should Employers Contribute for Their Employees?
On a monthly basis, employers are mandated to contribute a 2.75% of their employees’ salaries to the social health insurance fund.
How to beneficiaries access the healthcare services under the fund?
Beneficiaries access healthcare services from empaneled healthcare providers, who then provide the necessary services covered under the fund. This shall require biometric verification.
Can indigent and vulnerable persons be covered by Social Health Insurance Fund?
Yes, the fund specifically receives contributions for indigents, vulnerable persons, and persons under lawful custody, indicating provisions for their coverage.
Are there specific roles of households in relation to the Universal Health Cover?
Households are required to register all eligible members and contribute to the fund, ensuring coverage for all dependents.
What are the consequences of a member failing to make contributions?
Members who fail to make contributions may face suspension of benefits until contributions are resumed.
